I'd strongly advise against it. Bought links leave footprints Google's spam systems are trained to detect, and the sites selling them link out to hundreds of others - diluting whatever value existed. It usually costs more to clean up a toxic profile than it would have cost to build a real one.
It depends entirely on your niche and the keyword. Competitor backlink analysis answers this properly: I look at who currently ranks, how many referring domains those pages have and how frequently they earn fresh links - referring domains are a much better indicator than raw backlink counts. Sometimes what it takes is a handful of excellent links, not hundreds.
