As soon as you know who your customer is and what they're trying to do - usually around the time you have paying users and a clear positioning. Earlier than that, keep it to foundations: a technically sound site and sensible URLs. Later than that, and you're paying for traffic you could have owned.

How long does SEO take for a startup?

With a new domain, expect the first meaningful organic pipeline in four to six months and real compounding after a year. That's slower than paid - and it's also why starting deliberately early matters so much. High-intent, low-competition searches move fastest.

Should a startup hire an SEO agency, a consultant or someone in-house?

At an early stage, a senior consultant usually beats both: an SEO agency for startups tends to run a junior-led process on a minimum term, and a full-time hire is expensive before there's enough work.
